PM10-079 ODP Alert #033-10 – Automated Correction for Claim Issue

The Office of Developmental Programs (ODP) issued alert #033-10 entitled Automated Correction Planned for Claim Issue, intended to inform ODP direct service providers that a claim issue has been identified and an automated correction is planned for the first week of March. Specifically, 7,554 paid PROMISe claims were processed incorrectly in December 2009.

PM10-078 Draft IRS Disclosure Requirements – Comments Requested

The IRS recently announced plans for a new schedule requiring certain business taxpayers to report uncertain tax positions on their tax returns. Tax-exempt organizations who are required to disclose FIN 48-related footnotes on their Form 990 may be impacted and are encouraged to review the IRS’s announcement and respond to their request for comments.

PM10-077 Keep up the Good Work! Sen Approps Cmte Mems Denounce MR Cuts

The Pennsylvania Senate Appropriations Committee held a budget hearing with Harriet Dichter, Acting Secretary of the Department of Public Welfare. PAR staff was present at the hearing where seven of the seventeen Senators who spoke asked the Acting Secretary to defend the recommendation to cut $6.1 Million in state funds and $11.2 million in matching federal funds from the Community Mental Retardation Waiver appropriation. This bipartisan group of Senate Appropriations Committee members made it clear to the Secretary that her proposed $6 Million cut is “unconscionable” and “of great concern.”

PM10-074 Reminder - Recovery of Certain PROMISe Claims This Month

As discussed in PM10-008, within the next two weeks, ODP will initiate the recovery of certain claims in PROMISe. The universe of claims that will be subject to analysis, to determine if they meet the conditions established for the recovery, include Waiver-Funded and Base-Funded Residential, Therapeutic, and Medical Leave claims submitted during the period 7/1/2009 – 9/23/2009.


PM10-073 DPW Requests Comments on IDEA Part C

The Department of Public Welfare (DPW), Office of Child Development and Early Learning is inviting public review and comment on the state’s proposed grant application for Federal Fiscal Year 2010 in accordance with Part C of the Individuals with Disabilities Education Act (IDEA) as amended in 2004. The State is required to submit an application at least annually to receive federal funds under IDEA. The state’s application describes the DPW’s Early Intervention services for eligible infants and toddlers from birth to 3 years of age and their families, including the state policies, procedures, methods and descriptions as well as assurances and other provisions required by Part C of the IDEA.

PM10-069 Enhanced FMAP Update

As reported in PAR Mail 2010-64, Governor Ed Rendell’s proposed FY 2010-2011budget relies heavily on $800 Million in enhanced FMAP funding which has not yet been approved by the federal government. The federal stimulus bill signed into law last year, the American Recovery and Reinvestment Act, provided $87 Billion for a nine-quarter enhancement in the FMAP federal matching percentage. Without Congressional action, the enhanced FMAP funding will expire on December 31, 2010, right in the middle of the 2010-2011 Fiscal Year, leaving PA’s budget about $800 Million short of the Governor’s projections.

PM10-066 ODP Alert #031-10 – Mileage Reimbursement Change

The Office of Developmental Programs (ODP) issued &#lert #031-10 to announce that the rate for mileage reimbursement changed to $0.50 per mile effective January 1, 2010 and that effective July 1, 2010, procedure code W7271 (Transportation – Mile) will no longer be available as a traditional provider service. ODP recommends that all providers transition to the vendor model for this procedure code.
