PM10-328 ODP Ancmt #124 Yr 3 Cost Report Info

The Office of Developmental Programs (ODP) has issued Announcement #124-10 to inform stakeholders that the audio replay with PowerPoint presentation from both the August 5, 2010, Online Year 3 Standard Cost Report Training for Waiver Direct Service Providers and the August 6, 2010, Online Year 3 Cost Report Training for Supports Coordination Organizations have been posted to the ODP Consulting website.

PM10-327 Revised Gross Adjustment Protocol Issued

The Office of Developmental Programs (ODP) issued a revised Gross Adjustment Protocol for Fiscal Year 2010-2011. ODP had previously issued this protocol via Informational Packet #102-10 on July 19, 2010. PAR did not distribute this version of the protocol to members because it did not include the ability to request a gross adjustment related to a need to extend lines of credit and this omission was not consistent with statements made by the Department to PAR or with the prior protocol on gross adjustment.

PM10-325 New Licensing Instruments for all Program Regs Next Week

PAR was advised by ODP that new versions of the LIIs for each of the regulations as well as the amended score-sheets will be available by the end of this month (August). Licensing representatives will not cite on the amended regulations until January 1, 2011 and regional licensing administrators will be available to provide technical assistance. PAR will alert members when this information becomes available.

PM10-319 ODP Ancmt #118 Provider Info Center Enhancements

The Office of Developmental Programs (ODP) issued Announcement #118-10 to inform Direct Services Providers that web‐based learning opportunities on the Provider Information Center (PIC) have been enhanced. According to ODP, this change will create an opportunity for credited professional development training where the learner can print a “Certificate of Achievement” that identifies training credit hours for the web‐based course.

PM10-317 MHMR Coalition Urges Rendell to Protect Community Services

As reported in PAR Mail 2010-300, Congress recently approved legislation (H.R. 1586) containing $16 billion in additional federal Medicaid assistance to states (FMAP). H.R. 1586 will provide Pennsylvania with $667 Million in enhanced FMAP funding through June 30, 2011.

The PAR office has received several questions from members regarding ODP’s travel policy as outlined in the 2010-11 Service Definitions. The current travel policy per the Service Definitions is: “In no instance should an individual with mental retardation pay the staff person’s travel costs out of their own personal funds.”


PM10-311 Grants to Help States Crack Down on Health Ins Costs

Providers, like all employers, are facing rising health insurance costs for their employees. PAR continues to monitor and participate in the efforts of the state and federal government in addressing this critical issue. U.S. Health and Human Services Secretary Kathleen Sebelius announced grant awards of $46 million to 45 states and the District of Columbia. These Affordable Care Act grants ($1 million each) will be used to help improve the oversight of proposed health insurance premium increases, take action against insurers seeking unreasonable rate hikes, and ensure consumers receive value for their premium dollars.
